English Councils Plan to Dispose of Community Hubs and Leisure Facilities to Balance Books

According to a new study of municipal councils, UK councils are planning to offload community centers, athletic facilities, and retail spaces as they bet on a fire sale of assets to balance the books.

Growing Fiscal Pressures Prompt Asset Sales

The Key Cities Group for major urban areas in the UK stated that six out of ten of local authorities are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling playing fields and land to shore up their finances, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

The group said that a significant number of councils seeking to raise money from a quick sale of assets represented “a clear change from 2024, when the majority (six in ten) of local leaders stated they would prioritise service redesigns and using savings to manage growing financial challenges.”

Specific Cases of Planned Sales

Medway Council in southeast England said its property management strategy featured the sale of a shopping centre in Rainham and a social club in another town to generate £20m over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all provide rental income for Medway council, will also be disposed of under the strategy.

Local Levy Increases and Wider Fiscal Pressures

This research of local authorities in the coalition, which includes several urban centers, further found that more than 70% of councils will have to raise local levies next April to address the rising cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

The authority said it will proceed with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking creative strategies but some of these take time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He continued: “There are demographic pressures which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Projections

A survey of county councils this week further found council budgets being strained by the increasing figures of children and adults needing Send support.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to manage rising needs.

Ministers have put off planned reforms to the Send system until next year after a white paper outlining those changes has been postponed.

Disadvantage and Financial Shortfalls

Based on the latest deprivation measures (IMD) covering UK local authorities, several participating urban areas were among the most disadvantaged in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 across the country under the latest IMD measures,” said the study.

“While only a single urban area is among the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the worst-off 20% of the nation. The data underscores the extent of challenges confronting local leaders across major urban centers in the coming year,” the analysis added.

“Local government leaders have been explicit about the necessity for a fair and sustainable financial structure that accounts for and responds to the real levels of disadvantage and need,” stated Michael Mordey.

“Without this, local authorities will continue to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened social care provision in the last year, the survey found.
